I'm sure this is mostly true but there is not a shortage of bored pensioners with 101 predialled on their phones in the area I'm talking about.
Totally agree that the authorities won't care about my lone runs...

I dunno. Surely you do it two fold;
1) physical barriers and close car parks,
2) police by identifying the most high profile beaches and station 1-5 police at the key artery points handing out £2k fines reduced to £200 if you pay within 14 days.
Nobody cares about Stonehedge running on a remote beach. What they care about is thousands of dickheads on the main beaches.
