No, but that's not usually a barrier for them, you pay workshop rates anyway when they fit parts you buy in the shop.

I watched 2 lifetime mechanics spend 20 minutes wrestling a Gp5000TL onto a new Mavic wheel yesterday - if someone brought their own wheels and tyres into the shop and wanted help getting them on I expect I would tell them it’s a case of leaving them with us and we do them when we get chance. (Quoting 2-3 weeks for minor repairs)
There’s been a massive cycling boom, the cycle shops that are still trading are under pressure and stressed after 12 weeks of madness, I don’t think it’s unreasonable that they declined to help - they’ve probably got a mountain of higher priority things they need to get on with.
