It has been developing over some time. When I got it back from paint there was a small hole, which then developed into a crack slowly.
When I first build the bike in 2013 I couldn't afford a reamer and chose to ride it for a good bit with the post not properly fitted. I didn't know better back then. I think that has deformed the tube. Then when I rebuild it and reamed it post brazing I will have come close to the limit of the tube and then the painter finished it off with his sand blasting.
