I see three possible solutions:
Silver solder stepped sleeve into the existing tube and go down to 25mm seat post. Currently it is 27.2.
Replace top part of tube. Maybe for a stainless tube section. Beefy one. Maybe it's a possibility to go for a dropper post even.
Cut tube clean where it is and invent smart clamp solution. Like a quill stem perhaps
