You can get head tube shims to enable using a 1 1/8 headset and forks, I used them on an old alpine stars frame.

I have a cannondale M1000 which I realised too late takes a 1 1/4 headset.. I would like to use 1 1/8 Threadless forks .. what is my best headset option for this please. I believe King devolution might perform the task but my budget is more in the ratbike bracket
