It seems that it doesn't quite say he's a member, just that he's been attending meetings. Perhaps attending meetings proves that you're a member, but he may just have been there. Normally, the etiquette is that people sitting in on meetings don't actively participate, but hey, why would Cummings worry about etiquette?
