No, not really. The two things are not mutually exclusive, and as the example of Hungary shows, the situation absolutely does lend itself to authoritarians to grab more power.
Now I'm not claiming this is currently happening in the UK, and I've said before that I completely agree with the current restrictions in place here, but pretending no one in their right mind could possibly make that connection is being a bit naive.
