You are allowed to go to the supermarket if it's something you need to do. By car, by bike, on foot, or by Sinclair C5 if you prefer. It's not cycling as a method of transport that's the issue.
Of course driving is more dangerous than cycling; larger mass, faster speed, bigger impact. The same can be said of cycling compared to jogging, and even jogging compared to walking (apart from the larger mass bit, obvs).
And yes, DIY with potentially dangerous tools is of course - dangerous.
