Chrome has a print option to scale to custom % if nothing else
(Right click on image, open with, Chrome, Print, more options) -
But how?
There must be hundreds of possible solutions, depending on which printer and which image manipulation apps you have.

Send me the image, I’ve potatoShop so can scale it easily and fire it back, if all else fails.

this should be the easiest thing in the world. i have a line drawing in a .jpg file format. when I print it out, it's just a little bit too big. Must be able to print it at say 90% of its size. But how???????
