Not really a deal killer as the rack mount can be used to hold a mudguard.
How exactly would you do this? The back seems straightforward: aftermarket seat stay bridge, then share the lower eyelets with a rack. But that fork seems more fiddly, short of drilling the crown yourself.
Rack stay, bend both side, attach to top fork mount, then attach mudguard to middle of rack stay.
Star flanged nut up the bottom of the steerer being another option.
Also, fork is steel, crack out the drill.
