Weird choice of icon if so. This is the Google Public Alerts icon for flooding:

I've no idea who chose that icon,
or, indeed if it is a flood warning of any sort.
The link shows the EA/DEFRA are now working with Google to give people quicker access to flood alerts.
Here is the rather self-congratulatory update from DEFRA.
