None of this makes sense. Gravel bike for road, for starters. Also, it has wheels? What sort of wheels? I presume you've swapped gravel tyres for road tyres already? That would make a massive difference. Also bike weight is almost a non-issue unless she's lugging it up stairs or for some reason racing up mountains on the wrong kind of bike. How much do the current wheels weigh and have you plugged both values into analyticcycling site to see time difference up a hill? You might be surprised.
Also, you said winter build, so why not just throw slicks on the gravel wheels. Unless you're not in the UK and actually have nice roads?
