For the record, the methylated spirits didn't remove the black gunk. I wire wooled it where i could and painted over the rest.

The metthylated spirits was never going to remove the iron phosphate. The meths should have removed any residual water/moisture from the rust converter, and, degreased the surface prior to painting.
