I guess they do one of three things:
1, Close ICA and "take over" Katusha's management company and bring the riders over they want
2, Close Katusha then do the opposite of the above
3, Keep ICA as a conti or pro conti feeder team and run it alongside their new WT team
In honesty, there's not a lot of riders at Katusha you'd want to build a team around
