Seems to be spreading more outside of London, Edinburgh is already very bad, hear daily stories of theft, violence and vandalism taking place off back off a stolen mc or scooter. In Glasgow I think the potholes are too bad to enable it, you'd need fat tyred mopeds.
In seriousness though, there are efforts surfacing in Edinburgh that the force are trying, but not enough to stem to growth of it, personally avoid the place which is a shame.
