I have reattached tape inside waterproof trousers by heating the tape/glue back together with the steam iron.
If it is Silnylon, then Landslide's suggestion of thinning clear silicon with white spirits and painting the gloop on with a foam brush is the best way.
Much cheaper than McNett's Silnet.
