Dalmatians are prone to deafness and blindness just like white Boxer Dogs suffer deafness. Inter breeding to obtain desirable traits concentrated certain other unwanted traits. See also Rhodesian Ridgebacks which have a form of spina bifida causing the ridge.
Odd coloured eyes are quite common in all dogs but Sheepdogs and crosses with them seem more prone to it. They are no more likely to be deaf than a dog with "normal" eyes.
