It depends on the glue used, materials of the mount and phone case, surface preparation, bonded area.... So, maybe?
I have a small USB light which I epoxied a Garmin mount to, and added two little grub screws, mainly to help the epoxy with rotation forces when mounting / dismounting.
Would it be possible for you to add screws from the inside of the phone cover?

3rd party Garmin mount + backplate glued on to phone case: is it going to explode first time I hit a root? Nothing gnarly, mainly just gravel riding/ fairly tame bikepacking.
Reason for that combo is silly 22.2 diameter bullmoose bars on 2 bikes.
