The modern Explorer II is a true dual-time zone watch but on the original Explorer II (including the Steve McQueen) the 24hr hand is fixed to the main time. The purpose of it is to know whether it’s AM or PM, eg if you’re an arctic explorer when the sun never sets or down a dark cave somewhere.
