Spain is "expat" friendly but not always "immigrant" friendly. The difference often seems to come down to which direction you arrived from: North/West or South/East.Or is Luxembourg friendly to all varieties of expats?
Yeah, I dunno which word is better. Doesn't really matter I guess so long as you don't use different ones for different people like the papers.

Immigrant. The word you should use is immigrant, not expat.
