Luiz wants out of Chelsea because he has been told that he will only play a peripheral role. Emery has presumably told him that he will be a regular starter at Arsenal. Chelsea are happy to let him go to a “rival”.
I think that tells us all we need to know about Arsenal and their ambitions.
