Just wondering how easy it is for scammers to falsify the appearance of an incoming number?

Presumably, it's easy to fake where a telephone call is originating from? I just had a missed call which a quick google suggests was from the Gibraltar International Bank. I find this unlikely. Just wondering how easy it is for scammers to falsify the appearance of an incoming number?
