If I’m not mistaken 44mm external headset’s are generally for tapered forks (EC44/40), for 1-1/8” forks you use a ZS44/30 which doesn’t have the external cup as it isn’t needed.
If you want the external cup and to use a straight steerer you’ll need to use the EC44/40 cup - usually designated for tapered steerers - and a 1-1/8” to 1.5” crown race adapter (such as the Hope HS136)

I couldn't say it much more clearly than @yetidamo.. If you do not think an article is worth the sticker price then go spend your money elsewhere.
Surly has tubing made to their specifications, and drop-outs and braze-ons in awkward places. They probably do several rounds of physical prototypes during developement of a model.
BiviBikes are cheaper, but only come in one size (less money for tooling) and Brother Cycles are less developed and more like catalogue models with standard tubing and specs, which makes them cheaper.

You are correct, but the lower I described exists on the midnight special. Unless they’ve used a hope adapter.

I assume the "i21" in the "WTB ST i21 TCS 700c 32 hole" rim refers to 21mm inner width? in which case, if I wanted to set them up tubeless I assume I'd need 21mm rim tape? apols if these are dumm qns

I don't consider myself a surly fanboy.. I just work in product development and am sick of people moaning about the price of products they are not buying.
And my grävel beik weighs 16 kg, has 26" wheels and cable disc brakes.

I bought a cross-check and cautioned that in my experience surly represent poor value for money. Having since ridden similarly priced and purposed bikes, I think Surly suffer in comparison unless you are planning long fully loaded tours. Had someone warned me I wouldn't have wasted hundreds of pounds, a Genesis Croix de Fer handles luggage and is a much more lively ride unloaded. Having regretted buying a Surly, is it not legitimate to share that experience before others part with their cash.

Mate you're gonna love the 2020 Decathlon Riverside adventure bike (200 magazine wrote a long and very informative article on it, but it's not online unfortunately).

Incidentally, the Surly Midnight Special fork is a perfect alternative to the carbon one I have.
It's not easy finding flat mount, 12mm TA and CX atc fork with rack mount nowadays.

See tubeless thread, but, generally tape that’s a few mm wider than the rim is ideal as you’ll lose some width where the tape dips into the well of the rim and you want it to come up the walls slightly.
