Sounds like something else was going on there. The maximum fine allowed by law in Switzerland for 5km/h over the speed limit is 40 CHF on minor roads, 20CHF on a motorway. This rises to about 400 CHF for 20kmh over the limit from memory, after that there is a sliding scale of bans and means tested fines.
I seem to remember reading about a Swiss guy being fined over €2m for a relatively minor offence. Probably made him more careful in the future.
