They are not abstaining, they are being absent.
By not being present for a vote they prevent the minimum requiremnt for a quorum.
They would lose the vote on party lines, so instead of losing, they prevent it from occurring. -

This is a side point, but that black book is much older than everyone says it is, or the 2004-5 inscription. It doesn't seem to have any mobile numbers. I reckon about 1995. It's really just a cross section of 'society' people at that time.
