They are not abstaining, they are being absent.
By not being present for a vote they prevent the minimum requiremnt for a quorum.
They would lose the vote on party lines, so instead of losing, they prevent it from occurring.

Trump is really in bad shape if he cries at an interview that exposes his stupidity and ignorance. Looks good on him, he is so used to bullying and abusing others. Hopefully his life is constant misery and pain because he really deserves it.

This is a side point, but that black book is much older than everyone says it is, or the 2004-5 inscription. It doesn't seem to have any mobile numbers. I reckon about 1995. It's really just a cross section of 'society' people at that time.
