Tried to find that on the site where that image is from and didn't, but instead stumbled across this mini Specialised which I thought was very cute -

Can’t really see what that nets you over a normal bike with beefy front and rear racks. I think I’d be inclined to go with the latter tbh.

have you seen the Elephant bike? They are reconditioned ex-royal mail bikes. Similar sort of thing (but with front basket mounted to frame instead of forks). A bit more money though
