How do cycling fans choose who to believe and who to be sceptical about? Granted Valverde has actually been busted, I still wouldn't vouch for anyone I didn't personally know.

You can't be certain of anyone, this is true.
You can be certain that busted dopers have cheated in the past. Whether they are still is again unknowable, but you do know that even if they have stopped they are likely to have gained benefits from the doping that goes beyond the period they doped.
If they then double down and deny it or show no remorse you can be certain that they don't regret it or feel guilt for doing it.
So basically Valverde, hence why he gets stick.
