4th place would be bumped if a team outside top 4 won the Champions League and a team outside the top 4 won Europa League.BBC did the permutations a few days ago:

If either Arsenal or Chelsea win the europa (IF) would they take the place of someone who finishes forth.
Is that right?
No. If Chelsea get fifth and win the Europa, we get five places - like with ManU a couple of years ago.
But if Man U and Arsenal get third and fourth and Tottenham and Chelsea win the CL and EL, the fourth placed team lose out on the CL as we can only have a total of five places.
