That might be true.
But Scheuer and his Pr guy will probably go like: The campaign is so good, it will even save British teenagers!

I doubt they understand any of it.

Scheuer will have been lobbied by the helmet and road safety industry/-ies. The latter acts as a fig leaf for the former.
