The headline on the article is different so I suspect it might not be intentional. Subs sometimes put lol headlines in as placeholders then they forget to replace them later.
I think it kinda demeans the paper to use argot in headlines but maybe that's just me.

I did wonder if it was a working title that never got changed.
Can't really go into it, but I once worked on a project which we internally named with the inappropriate catchphrase often used by one of the counter parties.
When it came to creating the company we were stuck for a name, so just made an acronym of the phrase and used that. #csb

For some reason opening the story didn't really work.
Fundamentally it seems inappropriate to use corse slang for something as sensitive as child abuse.
On the other hand who gives a fuck if you use a pejorative term for pedophiles.
At the end of the day all news outlets use sensationalist language to attract their chosen demographic. Is it any more/less appropriate that your average tabloid headline?
