It's apparently on a technicality, the court is saying TFL can't build on their roads without taking account of the effect on Westminster's.

The court decided that TFL didn't properly take into account the effects.

Andrew Gilligan has blamed saddiq khan for delaying for over 2 years... and allowing the nimbies to mobilise and organise.
With the pedestrianisation of Oxford st also cancelled Westminster is ruling the roost over tfl.

I'm glad I moved just to avoid that death route. Coming up from Avenue Road in winter was a horror show. One of the only places I have NO problem blowing through reds.
