Deda F-56 seems to be the Gravel fork of choice for a lot of builders/manufacturers currently (It's wheat Genesis use on the Fugio) - Big clearance, Mudguard capability, much cheaper than Columbus/Enve offerings (and more clearance), looks good. Columbus Futura is nice, but pricey, and less clearance. Enve is nice, but rediculously pricey.
You'll also need a new headset on the Surly as the stock fork is 1 1/8 straight steerer, not tapered.
