Yes, on looking closely the forks do look pushed back, as in crashed.
The important thing is, has it pushed the head-tube back, causing slight creases in the top and down tubes. I see he has conveniently managed to cover those areas - suspicious !I assume you've asked the guy. I'd not risk it as I don't think it's a great bargain.
