Have no idea, will have a quick google, but the names of the u21 players who are on the verge of first team action, Pochettino is keeping an eye on, that I am aware of, are usually english/north london/herts area, we've poached a couple from other academies, but most seem to be homegrown.
edit: Spurs helpfully keep the youth teams on their website, more searching required for players out on loan..

guardian article on the spurs youth system and how the club want to keep the talented ones close to the first teampertinent location quote
"Some of Spurs’ rivals recruit from far and wide, but almost all of their second string are English and the vast majority of their Under-23s are from the A10 corridor that stretches from White Hart Lane to north Hertfordshire: Spursland. They come from Hackney and Hertford, Enfield and Cheshunt, Borehamwood and Winchmore Hill. Goalkeeper Alfie Whiteman even grew up a short walk from White Hart Lane. These are local lads coming through the system at a Premier League club."
So after the distance rules fall away at 16, Chelsea’s academy becomes a place to stash promising overseas players in various teams around Europe?
