How do I increase the firmness of the lever feel?
the levers still travel more than I'd like before the pads make contact with the rotor.
Those aren't the same thing. Firmness happens after contact. Overfilling might bring your pads closer but as they wear the lever behaviour will slowly revert to normal.

Ok I think I get it. First disc brake bike so I'm still trying to figure it out. I like doing my own maintenance if possible - I hate not knowing how to fix my bike.
What I'm trying to say is my levers feel like they have a lot of travel even once they make contact, they come very close to the bars before the brakes feel like they're really biting in. Is this just something I'll need to get used to as I switch between my winter and summer bike or will a full bleed improve this?
How do I increase the firmness of the lever feel? I've got R8070 shifters, and I've tried bleeding them from the top port. There are no more bubbles coming out but the levers still travel more than I'd like before the pads make contact with the rotor.
Do I need to push more fluid in from the caliper?
