This is the frameset I am looking at now, costs around 40 GBP when converted currency.
I see only a single eyelet near rear dropouts, could it fit both mudguards and rack then? -

Yeah, you can mount both on one eyelet. You'll probably need to use washer between rack and fender mount.

more like 18". go get it. might be a little too small, but you can still make it work, and in long term you can still change the frame

I am also considering to go for a more conventional solution - proper touring bike like Fuji Touring, or swapping Pickenflick for a proper road bike and getting a gravel bike that could work as commuter too like Genesis Vagabond or Marin Four Corners.
