no, it isn't I believe you can buy it freely on amazon. however if the police ever raid your house looking for evidence of terrorist activities it's abundantly clear that having a copy of this on your shelves will be treated as corroborating evidence.
Apparently In 2017, a 27-year-old was prosecuted in UK solely for the possession of the book. He was found not guilty, unsurprisingly, you know...seeing as its not actually illegal.

Also worth noting that it's (the Anarchist Cookbook) absolute rubbish. The idea that it's a textbook for serious bomb-makers is absurd, promoted by the gutterpress and state prosecutors. It's a joke!
The idea of being imprisoned for owning a silly book that tells you nothing is a rich irony. No-one who has read it could seriously think it's the same book as it has been held out to be.
