Backbencher blowing off steam. Might be a covert signal of support to a leadership contender.
My thought is that for an Mp to publicaly advocate not voting for the party they represent and not be thrown out shows the perilous weakness that has enveloped the party. I see know way that he can even be rebuked for his comments.
