thanks all, i think i get it now... so if it was just my colleague in the footage they would release it - but in this instance, as there is another road user also identifiable in the footage, it becomes more difficult?
The bus company still has to give a copy of the footage with your colleague in it to your colleague. How they go about making the other people unidentifiable is their problem.

the operator was just on the phone to her now saying they've found the footage and it's obvious to them the vehicle was being driven dangerously - but they've said she ought to go and see the police to 1) make a full report 2) fill out some kind of form so the police can release the footage from the bus operator.
what a pickle.
