You could braze on mounts for paul brakes if you wish
Their reasoning is that there aren't many 29er wide-enough-for-MTB rim-brake rims about these days. Which I have found to be true as well. They also make the valid point that if you want MTB rim brake wheels you're better off on 26" (i.e. Troll).

Does look pretty good though, and I dislike Surlys generally.
