No room lower down without fouling on bottle cage? Or more likely you want the stop where it comes out of the frame or close to. I used to have a pulley based one on a bottom-pull mech which was placed in a slightly awkward location from a crap gathering location.

What @atz said. Or maybe cos the whole bike is a mess. Who knows.
