Why is the outer for the rear brake so long around the headtube? Looks awful.

As @Chak said, can work but also can be overkill, considering that it would be better to simply stick to the original Shimano road calipers and fit a 160mm rotor, or even 180mm if you're really concern about stopping power.
Having said that, the feel of the 4 pots Hope RX4 was lovely and can see the appeal, especially how the Shimano flat-mount pads have less surface area on the pads, in theory, pads with a larger surface area should last longer than one with a smaller surface area.
