Is that a thumb rule?
There is a rule of thumb, but that isn't it. In the absence of specific instruction from either the seat post or frame manufacturer, you are unlikely to go far wrong if you always have at least one part in for every three parts out, e.g. a seat post with a total length of 400mm should have 100mm inside the seat tube.
Is that a thumb rule? As much inserted as the seat post is sticking out?
