should not be able to propel the bike when it’s travelling more than 15.5mphOr it needs tax / MOT and you need a lid.
But they are all overtaking me when I'm peddling at 20mph.

They all just need a bruising encounter with @hippy to realise they require proper motorbikes.

I've seen fewer of these recently. Was a time when I was getting regularly overtaken by e-bike riders sitting bolt upright doing 25mph plus and soft pedalling.
