Leave it like that and put the spacer on top of the stem when you get the slam cover. In fact, do it now and run the stem directly on the compression ring for now. If you want it to be properly assembled and look pretty, get one of these. Although of course you aren't going to care whether it's pretty if you're selling it, which makes me wonder why you cut the steerer instead of leaving it to the new owner (which now won't be somebody whose fit needs the extra stack) to decide...
