Why not go 11-28 and go for a 26T on the inner ring? You could even for a 24T if you really want. Comparing them, you keep the overall range of the 11-32 but have less overlap and closer spacings.
If you were touring in the Netherlands then sure, don't bother with anything faster than ~36kph but if you're in some hills it's nice to be able to take advantage of gravity!
