maybe interesting for this thread, as there has been a discussion on medical/legal cannabis.
TL:DR market forces and having to inspect growers can't be ignored.
In the USA many growers from minorities/poorer areas were also excluded as they were already caught "illegally" growing cannabis. So that means a previous offense and no license for them...
