Conversely, an old friend of mine was charged and convicted (about 15 years ago) for having a locking victorinox pen knife with 3 inch blade despite his defence that he used it for his job as a lock smith.
Sure, he used it to open boxes and trim things etc but it wasn't necessary for his work in the eyes of the beak.
As far as I'm aware, I am still allowed to carry non-legal edged tools in my job too. Whilst not issued, my leggings have a Smith and Wesson Tool that is one handed opening and locking. In my tunic, I carry two other folding knives that lock and are slightly over three inches in length. One has a blunt tip for water rescue incidents, and the other is plain, both of these are for rescuing myself from potential entanglements.
If I wanted to carry something to do damage to another human, one of my axes would do a much more thorough job.
