Is it a Leylandii as I can't tell from the picture? If it is then I think taking the top off stops that bit regrowing but then it just gets generally wider.

Easily trimmed, but best to remove it.
Self seeded slides grow at a prodigious rate. Once they are over 20ft you will find it hard to get household insurance.
Remember that conifer is competing with the neighbouring tree for light and nutrients in the soil. Wherever you trim it, expect it to grow +- 3 feet next year. -
Yeah, cut the top off it.
Ideally about 3' above ground level, and then use the leverage to pull out the rest of it.
