I know originally you said secondhand might be alright - older Cotic Roadrat hits all boxes except internal routing. Oldest one has reverse-disc on the fork which means no dynamo, newest is carbon fork, you want the model in the middle with steel 9mm bolt-thru fork (lets you run QR too obvs). Track ends + derailleur hangar lets you SS properly whilst still being able to run gears. Check @kgrev for it's sister bike in full tour mode.
It's not fancy steel so a little heavy and a little noodly under heavy loads but fun to ride and super-versatile.
Alternatively, if you don't like super-sloped top tubes then Brother Kepler Disc might be the one. Again, no internal routing though but they do come with sick fades.
